You may remember that at a recent

meeting in Mr. Caine's room we discussed with

RI JAMBO ESQ.,

Dr. Herklots the head of the Development

Department in Hong Kong, the best way of

enabling him to get certain short-term

development schemes started for which provision

has not been made in the estimates.

It was

decided that, if the Governor agreed, we

should ask you to approve a sum of £25,000

being made available as necessary to

Dr. Herklots from Hong Kong funds.

It was agreed that, although Dr. Herklots'

long-term schemes would probably be suitable

for Colonial Development and Welfare

assistance, these short-term projects were not

for such assistance suitable since they should be largely self-

liquidating. We are anxious however that they

should be started as soon as possible since

they will materially improve the Colony's

food position.

I attach copies of our telegram to the

Governor on this matter and his reply and

I should be grateful if you can now agree that

authority should be given for funds up to

£25,000 (allocated as indicated in our telegram)

to be made available to Dr. Herklots by the

Hong Kong Government for schemes approved by

the Governor.
